Former prison supervisor Kevin Summers pleaded guilty Sept. 7 to stealing $33,000 worth of prison property, including both workshop equipment and hand-crafted decorations.

The stolen property included a $4,000 Starrett gage block set, drill bits, plasma cutting systems, a welding power source and a RotoZip RotoSaw, according to the plea agreement.

The agreement also listed eight hand-crafted steel flowers, three hand-crafted steel butterflies, three metal holiday stencils and cup holders. The plea agreement listed 79 types of stolen items.

He received $3,500 from selling copper wires and tubes stolen from the Bureau of Prisons.

Federal law enforcement found the items when they searched Summers’ home March 13, 2020.

Summers was an automotive work supervisor at the prison. He directed an inmate worker at Victorville prison’s factory to manufacture the items, or to refurbish prison equipment, for his personal use. He would sometimes use inmates to load larger equipment onto his pickup truck. In exchange, Summers would falsely credit the inmate for work that he did not perform.

His plea agreement lands him guilty of stealing more than $1,000 in federal property.

The maximum sentence for his crime is 10 years’ imprisonment with a three-year period of supervised release and a fine of $66,000.
